He added that talks were continuing with the Russian government, but that the more that they pressed ahead with new laws and restrictions on the internet, the more complex the negotiations would become.

Burden said Russia was again “at a critical juncture, and we are not satisfied with where we are”, adding that he hoped that a trade deal with the country was still within reach.

The Obama administration last year scrapped a similar free trade deal with China after a series of incidents in which the US government accused Beijing of industrial espionage and cyber attacks on private-sector American interests.
